The straight answers
This page answers the questions investors ask about Palm Beach County: how the rental math works, what cap rates and cash flow really mean, how short-term and vacation rentals are regulated here, and how 1031 exchanges fit the plan. The county and city rules are cited to dated sources, and where a figure depends on the market, the answer says so.
No investment is guaranteed, and nothing on this page is financial advice: every property, every loan, and every tax situation is different. The discipline that separates successful investors is underwriting every deal with real numbers, and that is exactly what the Investment Properties page on this site is built to support.

Is Palm Beach County a good place to invest in real estate?
The county combines strong long-term demand, a limited coastal supply, and a rental market fed by seasonal residents and the growing financial sector, which is why investors from across the country target it. It is also a high-priced market where the math must work harder, and the county's growth has flattened recently even as prices have held. The Market Report on this site shows where values and supply stand today.

What is a rental property?
A rental property is a home, condo, or building you own for the purpose of renting it to tenants for income, typically a long-term lease or a short-term vacation rental. The investment math combines rental income, appreciation, tax benefits, and the work of ownership. In Palm Beach County, rental properties range from single-family homes to condos and townhomes.
What is a cap rate?
A cap rate is the annual net operating income of a property divided by its purchase price, expressed as a percentage, and it measures the unleveraged return before mortgage costs. A property that earns $40,000 net on a $1,000,000 purchase has a 4 percent cap rate. Lower cap rates mean higher prices and lower cash yields; the rate alone does not tell you if a deal is good.
What is a good cap rate in Palm Beach County?
Cap rates vary by product, location, and interest rates, and there is no single good number: coastal and luxury markets run lower because prices are high, while multi-family and western markets can run higher. A cap rate is one number in a full underwriting, not a verdict. Contact for current information for the current cap rates on the property type you want.
What is cash flow?
Cash flow is what is left of the rent after every cost: mortgage, taxes, insurance, HOA dues, property management, maintenance, and vacancies. Positive cash flow means the property pays you monthly; negative cash flow means you are funding it, sometimes deliberately for appreciation and tax benefits. Investors underwrite both scenarios, because financing assumptions change everything.
What is the 1% rule?
The 1% rule is a quick screen that says monthly rent should equal about 1 percent of the purchase price for a property to cash flow in many markets. In high-priced Palm Beach County, few properties meet it, which does not make them bad investments, it just means the cash flow must come from leverage, appreciation, or tax strategy instead. It is a filter, not a law.
What are the costs of owning a rental property?
The costs are the mortgage, property taxes, homeowners or landlord insurance, flood insurance in mapped zones, HOA or condo dues, property management, maintenance, vacancies, and turnover. Florida adds wind coverage with a hurricane deductible to the insurance line. The honest budget includes a vacancy and maintenance reserve, because every rental eventually needs a roof or an AC.
What is property management and do I need it?
Property management handles the day-to-day: marketing the vacancy, screening tenants, collecting rent, coordinating repairs, and managing the lease and the law. Out-of-state investors need it, local investors often use it for time, and hands-on owners sometimes self-manage a single property. The fee is a percentage of rent or a flat fee, and the right manager pays for themselves in tenant quality alone.
How much does property management cost?
Property management fees vary by company, portfolio size, and service level, and current market rates are one conversation away. The structure is typically a percentage of monthly rent or a flat fee, with separate charges for leasing a new tenant. Compare the scope, not just the rate, because some managers handle everything and others charge for every repair call.
What is a 1031 exchange for investors?
A 1031 exchange lets an investor defer federal capital gains tax by exchanging investment real estate for like-kind replacement property within strict deadlines, 45 days to identify and 180 days to close. It is how investors grow a portfolio without paying the tax on each sale. The 1031 Exchange topic on this site covers the rules in depth, and your QI and CPA structure the actual transaction.

What is short-term vacation rental investing?
A short-term vacation rental is a home or condo rented by the night or week to guests, typically furnished, and in South Florida it is a popular strategy near the beach, the Intracoastal, and downtowns. The income can exceed long-term rent, but the costs, management, turnover, licensing, and taxes are higher and more complex. It is a business, not a passive rental.
What are Palm Beach County's short-term rental rules?
Palm Beach County requires two things for short-term rentals: registration for the Tourist Development Tax on transient rentals, and a Short-Term Rental Local Business Tax Receipt that renews annually by September 30. State law separately requires a vacation rental license from the Florida DBPR for units rented more than three times a year for under 30 days. Individual cities add their own rules, so confirm the address with the city.

What is the tourist development tax?
The Tourist Development Tax, often called the bed tax, is a county tax on transient rentals of six months or less, and Palm Beach County sets it at 6 percent on top of state sales tax. Hosts must register a TDT account with the Palm Beach County Tax Collector and file monthly. The tax applies whether you rent by the night, the week, or the season.

What is a vacation rental license?
A vacation rental license from the Florida Department of Business and Professional Regulation is required for any dwelling rented to guests more than three times per year for periods under 30 days, or held out as available. It covers inspections, advertising, and safety requirements, and it is separate from the county's tax and business receipts. Operators typically need all three layers: state license, county receipts, and the tax accounts.

What are West Palm Beach's rental rules?
The City of West Palm Beach requires rental properties, short-term or long-term, to obtain a rental tax application and receipt showing the property meets city minimum housing standards, along with a local business tax receipt that renews annually. The city points to the state as the regulator of vacation rentals. Confirm the current requirements directly with the city's development services department for any address you are considering.

What is a condo-hotel?
A condo-hotel is a condominium operated with hotel services, where owners can use their unit part of the year and rent it through the hotel's program the rest of the time. The hotel handles housekeeping, front desk, and reservations, and the owner receives a share of the rental revenue. It is a hybrid investment: real estate with hospitality operations, and the operator agreement drives the economics.
Should I buy a condo-hotel as an investment?
Condo-hotels work for buyers who want a managed, branded property with rental potential and who understand the operator economics: the fees, the occupancy pool, and the restrictions on personal use. Financing is more limited than a standard condo, and the rental income is not guaranteed. Underwrite the operator agreement line by line, and talk to a tax advisor about the income treatment.
What are HOA dues on investment condos?
HOA and condo dues on investment units vary widely by building and amenity package, and they are the largest fixed cost of condo ownership. Investors must verify the dues, the reserves, and any pending special assessments before buying, because a reserve-deficient building can hit owners with five-figure assessments. The association's budget is part of the deal, not an afterthought.
What is a turnkey rental?
A turnkey rental is an investment property sold fully renovated, furnished or ready to rent, often with a property manager in place, so the buyer writes a check and the income starts. The convenience is real, and so is the premium: turnkey pricing bakes in the renovation, the management, and the seller's margin. Underwrite a turnkey the same way you would a fixer, on the numbers, not the convenience.
What is a fix-and-flip?
A fix-and-flip is buying a distressed or dated property, renovating it, and selling it quickly for a profit, and in Palm Beach County the flips happen across the corridor from Boynton Beach to West Palm. The math is purchase, renovation, carrying costs, and sale price, with real risk in every line. Flippers need hard money or cash, a trusted contractor, and a market that still has buyers at the exit price.
What are the tax benefits of rental property?
Rental owners can deduct mortgage interest, property taxes, insurance, repairs, management, and other expenses, and claim depreciation on the building over time, which can offset rental income on paper. Florida adds no state income tax on top. Depreciation is recaptured at sale, which is why 1031 exchanges matter, and every number should be run by your CPA.
What is depreciation?
Depreciation is a tax deduction that lets you write off the cost of the building, not the land, over a set number of years, matching the property's theoretical wear. It reduces taxable rental income even when the property is cash-flowing. When you sell, the depreciation you claimed is recaptured at a different tax rate, which is why investors use 1031 exchanges to keep deferring.
How do I find a good investment property?
Find the area first, then the deal: choose corridors with rental demand, reasonable taxes and insurance, and resale liquidity, then underwrite every candidate against real rent comps and real expense data. The Investment Properties page on this site lays out the sourcing and underwriting process Kelby uses for investors. In Palm Beach County, the best deals are often the quietest, not the loudest.
What areas in Palm Beach County are best for rentals?
The strongest rental demand follows the jobs and the lifestyle: downtown West Palm Beach and Delray for urban renters, the family master plans of Boca and Palm Beach Gardens for long-term tenants, and the coastal and Intracoastal corridors for seasonal and short-term renters. Each submarket has different rent levels, vacancy patterns, and rules. The Neighborhood Guides map the differences with sourced data.
How do I underwrite a rental?
Underwriting starts with realistic rent, then subtracts the mortgage, taxes, insurance, HOA dues, management, maintenance, and a vacancy reserve, to get the cash flow, and it compares that to the cap rate and the appreciation outlook. Stress-test the numbers: what happens at 90 percent occupancy, or a 1 percent higher rate, or a major repair. If the deal only works at perfect assumptions, it does not work.
What is gross yield?
Gross yield is the annual rent divided by the purchase price, before any expenses, expressed as a percentage. It is the quickest comparison of two properties and the least informative, because it ignores taxes, insurance, HOA dues, management, and vacancies, which vary enormously in Florida. Use gross yield to screen and net operating income to decide.
What is net operating income?
Net operating income is the rent minus the operating expenses, before the mortgage payment, and it is the number behind the cap rate. It includes taxes, insurance, management, maintenance, and vacancies, but not debt service. It tells you how the property itself performs, independent of how you finance it, which is why buyers and appraisers both rely on it.
What is the property tax burden on rentals?
Investment properties get no homestead exemption, so they are assessed at full value with no cap protection, and the millage varies by municipality. That makes taxes a larger share of the expense pie on rentals than on owner-occupied homes, and the assessment can jump after a purchase if the prior assessed value was low. Confirm the current assessment and the projected post-sale tax bill before you underwrite.
Do investors get the homestead exemption?
No. The homestead exemption is only for a property that is your permanent residence as of January 1, so rental properties and second homes do not qualify, and neither do the owners of them. Claiming homestead on a rental is tax fraud with penalties. Keep the exemption on your primary residence and underwrite rentals at full assessed value.

Can I rent out my primary home?
Yes, but your loan may not allow it: owner-occupied mortgages generally require you to occupy the home, and renting it out without lender approval can trigger a due-on-sale or occupancy violation. Your homeowners policy also needs to become a landlord policy, and the homestead exemption is lost the year the home is not your permanent residence. Tell your lender and your insurer before you rent, not after.
What is landlord insurance?
Landlord insurance covers a rental property differently than a homeowners policy: the dwelling and liability, but not the tenant's belongings, and with vacancy provisions for empty units. In Florida it includes wind and hurricane coverage with a hurricane deductible, and flood insurance is separate. The policy should name the actual use, because an insurer can deny a claim on a misclassified rental.
What is an LLC for rentals?
An LLC is a business entity that can own rental property, separating the asset and its liabilities from your personal finances. The benefits, liability protection, financing complexity, and tax treatment depend on how it is structured and managed. Financing a rental in an LLC is different from financing in your name, and the tax filing adds cost. Your attorney and CPA should design the structure before you buy, not after.
What are the risks of real estate investing?
The risks are vacancy, tenants who damage or stop paying, maintenance surprises, insurance and tax increases, market downturns, and interest rate moves that change the refinance math. Florida adds hurricane and flood exposure to the list. No investment is guaranteed, and past appreciation does not predict the future. The investors who survive are the ones who underwrite the downside as carefully as the upside.
What is a 1031 exchange into a DST?
A Delaware Statutory Trust is a fractional ownership structure that can serve as 1031 replacement property, letting an investor own a share of institutional real estate without managing it. DSTs offer passive ownership and diversification, with suitability rules and limited liquidity. They are specialized products that need full review with your QI, broker, and tax advisor.
How does the county regulate long-term rentals?
Long-term rentals of six months or more fall outside the county's short-term rental and tourist development tax rules, and they are governed by standard landlord-tenant law, the lease, and local codes. Rental registration requirements vary by city, so confirm the rules for the specific address. Your property manager should handle licensing as part of the onboarding.
What is the demand for rentals in Palm Beach County?
Demand is supported by the county's growing workforce, the seasonal population, and the steady flow of relocators, though the county's overall population growth has flattened in the most recent estimates. Rent levels vary sharply by corridor and product. The Market Report and the neighborhood guides give the supply-and-demand picture, and a local manager knows the current absorption month to month.

Should I buy or build a rental?
Buying an existing rental gives you rent from day one, a price history, and no construction risk, while building gives you modern systems, warranty coverage, and often lower initial cost per square foot in the right project. New construction rents lag the completion timeline, and the delivery date can slip. The right answer depends on your timeline and capital, and both paths are active in this county.
What is a rental analysis?
A rental analysis is the written underwriting of a specific property: the expected rent, every expense, the cash flow at different occupancy levels, the cap rate, and the five-year picture including taxes and insurance growth. It turns a listing into a decision. Kelby prepares rental analyses for investors on the properties they are seriously considering, so the emotion stays out of the math.
How do I evict a tenant in Florida?
Eviction in Florida is a court process under the state's landlord-tenant law: proper notice, a filed complaint, a hearing, and a writ of possession if the court rules for the landlord. Self-help, like changing the locks or cutting utilities, is illegal and can cost you the case. The timeline runs weeks, and the paperwork must be exact, which is why landlords use an attorney or a professional manager.
What is Florida's landlord-tenant law?
Florida's residential landlord-tenant law is Chapter 83 of the Florida Statutes, and it governs security deposits, leases, notice, eviction, and the rights of both sides. The law protects landlords who follow it and punishes those who do not, so the lease and the process should be built on the statute, not on assumptions. An attorney or a licensed property manager keeps you compliant.
How does Kelby help investors?
Kelby sources, underwrites, and closes investment properties across Palm Beach County, from single-family rentals to condos and 1031 replacement targets, and he connects investors with the lenders, managers, and tax advisors who make the strategy work. The Investment Properties page explains the process, and the strategy call applies it to your portfolio and your timeline.
What is the difference between the rental and resale markets right now?
The resale market is balanced countywide with tight single-family inventory, while the rental market follows jobs, seasonality, and affordability, which have been softening as prices outpace many households. Condos and townhomes carry more inventory than single-family homes in both markets. The Market Report on this site breaks down the supply, pricing, and pace data for both sides.
